I don't think this is really a valid comparison. Virtualization is used by every cloud computing vendor as a core characteristic of their compute offerings.
The main advantages of cloud computing vs. on premise virtualization are scale and reduced management overhead. With cloud I don't have to worry about managing any hardware or hypervisor software, and I can usually scale to a much larger degree than with on premise virtualization.
